      • CNMI HSEM, in coordination with FEMA and partner agencies, will begin door-to-door drinking water distribution starting May 21, 2026, and ongoing.

    • CNMI Salvation Army has opened a cooling center for community members to “drop by for a while, cool off under our air conditioner and have a cold beverage and snacks.”

    • Space is limited so please plan carefully. We can handle only 10 people at once.

    • Parking is also limited.

    Business Recovery Center:

    • From NMI News Service: “The U.S. Small Business Administration will open a Business Recovery Center at the Marianas Business Plaza in Susupe on Tuesday to help businesses, nonprofits, and residents apply for low-interest disaster loans tied to Super Typhoon Sinlaku.

    • Location: Suite 201-A on the second floor of the Marianas Business Plaza on Nauru Loop.

    • Time: Open Monday through Friday from 9 a.m. to 5 p.m.

    • Walk-ins are welcome, and appointments can be scheduled in advance online.

    • Customer service representatives will be on hand to answer questions and walk applicants through the disaster loan process.

    • "SBA's Business Recovery Centers have consistently proven their value to business owners following a disaster," said Chris Stallings, associate administrator of the SBA's Office of Disaster Recovery and Resilience, in the announcement. "Business owners can visit these centers to meet face-to-face with specialists who will guide them through the disaster loan application process and connect them with resources to support their recovery."

    • Businesses and nonprofits may borrow up to $2 million in physical disaster loans to repair or replace damaged real estate, machinery, equipment, inventory, and other business assets. The Economic Injury Disaster Loan program is also available to small businesses, small agricultural cooperatives, and private nonprofits, including faith-based organizations, with financial losses tied to the storm. EIDL funds can cover working capital needs such as payroll, fixed debts, and accounts payable, and are available even if the business sustained no physical damage. The SBA does not provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    • Homeowners may borrow up to $500,000 to repair or replace a primary residence.

    • Homeowners and renters may also borrow up to $100,000 for personal property, including clothing, furniture, vehicles, and appliances.

    • Interest rates are as low as 4 percent for small businesses, 3.625 percent for nonprofits, and 2.875 percent for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets eligibility, loan amounts, and terms based on each applicant's financial condition.

    • The deadline to file applications for physical property damage is June 22. The deadline for economic injury applications is Jan. 25, 2027.”

    Emergency Prescription Assistance Program (EPAP)

    • HHS has activated the Emergency Prescription Assistance Program (EPAP) in the Commonwealth of the Northern Mariana Islands (CNMI) following the impacts of Typhoon Sinlaku to support residents who lack health insurance.

        • Medical supplies (including diabetic supplies)

        • Durable medical equipment (e.g., walkers, wheelchairs, crutches)

    • From the CNMI Office of the Governor and Lt. Governor: “The U.S. Army Corps of Engineers, in coordination with CNMI HSEM and FEMA, will start residential debris removal in southern Saipan (Koblerville), moving north toward Marpi over the next six weeks.

    • Residents should place sorted debris along the public right-of-way (do not block roads, hydrants, or meters).

      • Separate into: vegetative, appliances, construction debris, sheet metal, electronics, and household hazardous materials. Crews may collect different debris types on different days.

    • Note: Regular household trash will not be collected—please continue using existing trash services.

    • SWEEP Debris Removal Assistance for Saipan Residents

      • Following Super Typhoon Sinlaku, the CNMI Department of Public Works (DPW), in partnership with FEMA and in coordination with the U.S. Army Corps of Engineers’ ongoing debris removal operations, is providing debris removal assistance through the Saipan-wide Environmental Enhancement Program (SWEEP) for residents who need special support.

      • You may qualify if you are:

        • Sick or medically vulnerable

        • Unable to safely move debris from your property to the curbside

    • Please separate green waste and place it along the roadside for pickup. Household trash must be disposed of at the landfill, the Lower Base Transfer Station, or through your private trash collection agency.

    For residents who independently dispose of household waste:

    • The Lower Base Transfer Station and Marpi Landfill are open Monday, April 20 until futher notice.

    • Operating Hours for Transfer Station and Landfill:

    • Survivor Recovery Center (SRC)

      • The Survivor Recovery Center (SRC) is open at the Gov. Pedro P. Tenorio Multi-Purpose Center in Susupe.

      • Residents of Saipan who need assistance with Federal Emergency Management Agency (FEMA) Individual Assistance applications, U.S. Small Business Administration (SBA) disaster loans, American Red Cross financial recovery aid, or Disaster Unemployment Assistance through the CNMI Department of Labor can visit the SRC. Locations for Tinian and Rota will be announced in the coming days.

      • Hours of Operation:

        • 8 AM-5 PM (7 days/week, including holidays). Disability priority line available inside during all hours.

      • At the SRC, residents can meet face-to-face with representatives from the Commonwealth Individual Assistance Program, FEMA, SBA, CNMI DOL, and the American Red Cross to get help with temporary housing, home repairs, replacement of damaged personal property, home and business recovery funding, and other disaster-related needs.

      • The center is physically accessible to individuals with disabilities and those with access and functional needs. Accessible parking is available, communication access equipment is onsite, and American Sign Language interpreting is available upon request.

      • Residents are encouraged to register with FEMA and SBA before visiting the SRC. If already registered, please bring your application tracking numbers. Assistance with completing applications is also available at the SRC.

      • The Heritage Emergency National Task Force (HENTF), co-sponsored by FEMA and the Smithsonian Institution, will also be at the Survivor Recovery Center in Saipan through Saturday, May 30, 2026, to demonstrate how to safely handle and save storm-damaged photos, artwork, textiles, media, and other cherished family items.

      • If your home received damage and you have not already submitted your application for financial assistance, please visit a service delivery site near you this week!

      • PLEASE NOTE: Applications for financial assistance can be submitted before all documents have been secured, and Red Cross caseworkers will continue to work with applicants after the June 1 application deadline to resolve any missing documentation. The Red Cross understands that many residents, especially those living on Saipan, may not have documentation to confirm their specific address. If this is the case, please visit your Mayor’s Office to request a letter of address verification.
